What Mexican Law Requires

Mexico requires liability coverage on its federal highways, and that requirement lives in the Ley de Caminos, Puentes y Autotransporte Federal. The coverage has to come from a company authorized to operate as an insurer in Mexico. Limits are not the issue — the issuing company is.

The mirror image is true going the other way. California requires you to carry evidence of financial responsibility under Vehicle Code §16028, and a Mexican policy would not answer that demand at a traffic stop in Stockton either.
