How the range is built
We start from our own book. Across the twelve months to September 2026 our three California offices quoted 7,116 six-month terms; the average was $766 per term and the median $558, and book rates ran 8.8% lower year over year. Stockton alone averaged $636 per term with a median of $400. Those medians, divided by six, set the liability-only base for each region. Every other input moves the base by a factor carriers apply in roughly the same direction.

The displayed low end is the regional low base times your factors, less 10%; the high end is the regional high base times your factors, plus 10%. ITIN holders and drivers with a foreign license are quoted the same way as everyone else at our offices, so that switch adds a note rather than a surcharge.

What the state minimum actually buys
California's minimum liability limits have been 30/60/15 since January 1, 2025: $30,000 for injury to one person, $60,000 for all injuries in one accident, and $15,000 for property damage (Vehicle Code §16056, as amended by SB 1107). The limits are legal floors, not recommendations. A $15,000 property-damage limit is below the price of most late-model cars on the road, which is why the 50/100/50 and 100/300/100 options are in the calculator — the step up is usually smaller than people expect, and it is the part of the policy that protects your wages and savings after a serious crash.

How to move your number down without thinning the coverage
- Quote the profile with several carriers, not one. In our Stockton index the same driver and car can land $60–$100 a month apart between companies. We run your profile with multiple carriers in one sitting.
- Raise the comp and collision deductible on an older car, or drop physical damage once the annual cost approaches what the car would pay out. Our full coverage vs. liability guide walks the math.
- Keep coverage continuous. A lapse costs more than the months you skipped; a non-owner policy can bridge a gap when you are between cars.
- Document your driving history. Three or more years of licensed history, from any country, moves most carriers off new-driver pricing when it can be verified.
- Ask about the Low Cost Auto program if household income qualifies; it is a state program with its own limits and eligibility, not a discount.
