Start with the standard (admitted) market. If no admitted company will write your Oakland home, which happens most often in the hills' Very High Fire Hazard Severity Zones, a FAIR Plan-registered broker can apply to the California FAIR Plan for fire coverage and add a separate difference-in-conditions (DIC) policy for the gaps: liability, theft, water damage and more. One HO-3 policy with dwelling, other structures, personal property, loss of use and personal liability. This is still the norm in many flatland neighborhoods, and some hills homes still qualify, especially ones with documented wildfire mitigation.
When the admitted market says no, the California FAIR Plan covers the structure for fire, and a DIC "wrap" policy adds liability, theft, water damage and loss-of-use protection. Two policies that work together.
Oakland sits on the Hayward Fault. Earthquake shaking damage is excluded from homeowners, FAIR Plan and DIC policies. It needs its own policy.
Flood is excluded from homeowners and FAIR Plan policies. Some low-lying Oakland properties near the estuary and creeks may want an NFIP or private flood policy.

On September 30, 2025, Contra Costa County had 12,837 FAIR Plan policies and Alameda County had 11,694. Those figures are residential, commercial, and business-owner policies combined, from the FAIR Plan five-year county report (file dated November 14, 2025). Contra Costa's 12,837 was about 11.7 times the 1,094 policies in force on September 30, 2021. Alameda moved from 2,638 on that 2021 date to 11,694. A residential-only county total is not in that all-lines file. The residential ZIP file is separate.

The 1991 Oakland Hills fire, the Tunnel Fire, still shapes how insurers look at the East Bay hills. Today much of the hills, including neighborhoods such as Montclair, Piedmont Pines, Upper Rockridge, Redwood Heights, Crestmont and the areas above Skyline and the MacArthur corridor, sits in High or Very High Fire Hazard Severity Zones on the CAL FIRE Fire Hazard Severity Zone maps. Fall Diablo wind events add to that risk. Designations follow parcels, not ZIP codes, so check your own address before assuming you're in or out. The Department of Insurance notes that the CAL FIRE map doesn't set insurance rates or availability. Insurers rely on their own wildfire models, and in the hills those usually rate homes as higher risk too.
Under the California Department of Insurance's Safer from Wildfires framework, insurers must offer discounts for qualifying home and community mitigation. Document everything with dates and photos:

They ask for the year of the electrical panel and wiring, the plumbing and any repipe, the roof material and year, whether the foundation is bolted and braced, and whether you want ordinance-or-law and replacement-cost coverage. Craftsman bungalows, Victorians, 1920s stucco and mid-century hillside homes are a big part of Oakland's housing. Carriers don't refuse older homes automatically, but they want proof that the key systems have been updated.
Year of the last panel and wiring update. Knob-and-tube or fuse boxes still in service raise questions and can limit options until they're updated.
Galvanized supply lines and cast-iron drains are common water-claim sources. Note the year of any repipe and water-heater replacement.
Material and year installed. Keep permits and invoices, because the roof is both a wildfire factor and a water factor.
Is the house bolted to the foundation, with cripple walls braced? Brick chimneys and raised foundations matter for earthquake coverage and retrofit eligibility.
After a loss, an older home must be rebuilt to today's code. Ordinance or law coverage pays for those upgrades. Ask for it by name.
Choose replacement cost, not actual cash value, on the dwelling, and consider extended replacement cost for construction-cost swings after a regional disaster.

The California FAIR Plan is the state's insurer of last resort for property owners who can't find coverage in the traditional market. Every property insurer licensed in California shares in it under Insurance Code §10095. How it works for Oakland homeowners:

No. Homeowners, FAIR Plan and DIC policies all exclude earthquake shaking damage. With the Hayward Fault running through the Oakland hills, many homeowners add a standalone earthquake policy, either from the California Earthquake Authority (sold through participating insurers) or from a private earthquake insurer. Earthquake policies have their own deductible, usually a percentage of the dwelling limit, and separate limits for contents and loss of use. A bolted and braced foundation can improve eligibility and may earn a retrofit discount. Fire that follows an earthquake is generally a fire claim on your property policy, not an earthquake claim.
