Homeowners Insurance in Santa Rosa, CA.Sonoma and Napa FAIR Plan counts, then an admitted-policy check.

On September 30, 2025 the California FAIR Plan reported 8,748 policies in Sonoma County and 3,042 in Napa County. Those two figures count residential, commercial, and business-owner policies together. They are not the residential-only ZIP counts later on this page. Santa Rosa has no Via Rapida storefront. The office that serves these homeowners is 9 Vivian St, San Rafael. We look at the admitted carriers we are appointed with, Stillwater and Bamboo, before the FAIR Plan is the plan for the next term. If those companies decline the house, the FAIR Plan stays the lawful last-resort market. CA Lic #6003045.

County counts · all lines

How many California FAIR Plan policies were in Sonoma and Napa counties on September 30, 2025?

8,748 in Sonoma County and 3,042 in Napa County. Those numbers come from the California FAIR Plan's five-year county report titled for residential, commercial, and BOP lines together, with all figures as of September 30, 2025. They are all-lines counts. They are not a count of houses only. On September 30, 2021, the earliest column in the same table, there were 1,363 policies in Sonoma and 877 in Napa. (FAIR Plan county report, all lines, checked October 3, 2026.)

Napa Valley houses sit in the neighboring county. A homeowner reading only the county total will over-count dwellings, because commercial and business-owner policies are inside 8,748 and 3,042. The residential ZIP table is the dwelling-line view.

CAL FIRE · Tubbs and Glass

What did CAL FIRE report for the Tubbs Fire and the Glass Fire?

Tubbs started in Calistoga on October 8, 2017, and burned 36,807 acres in Napa and Sonoma counties; Glass started on September 27, 2020, and burned 67,484 acres in the same two counties. CAL FIRE's Tubbs incident page places the start at 9:45 p.m. off Highway 128 and Bennett Lane, under the Sonoma-Lake-Napa Unit. It records 5,636 structures destroyed, 317 damaged, and 22 civilian fatalities. The page lists containment on February 9, 2018. CAL FIRE's Glass incident page places the start near North Fork Crystal Springs Road and Crystal Springs Road, records 1,528 structures destroyed and 282 damaged, and lists containment on October 20, 2020. Unified command on the Glass page includes CAL FIRE, both county sheriffs, and the Santa Rosa Fire Department and Santa Rosa Police Department. The Glass page was last updated October 21, 2022. Both pages were checked October 3, 2026.

Why it still matters

A house finished after either fire is still underwritten on the lot. New lumber does not erase the fire history of these two counties, and the FAIR Plan counts above are one public measure of how many policies landed in the last-resort market.

After the rebuild

What does a Santa Rosa owner face after rebuilding from Tubbs or Glass?

A finished rebuild is still underwritten on wildfire exposure, the roof, the vents, and the space around the walls, and an admitted company can still decline it. Bring the year the house was finished, photos of the roof and vents, any defensible-space work, and a current rebuild estimate. The dwelling limit should follow the cost to rebuild, which is a different number from the sale price. The Department of Insurance Safer from Wildfires page describes home-hardening steps that can be recognized with a discount. Discount rules are carrier-specific. If the admitted carriers we are appointed with decline the address, the FAIR Plan remains the lawful last-resort fire policy. It is not a penalty, and it is not a promise that an admitted policy will open later.

Owners between Santa Rosa and the Russian River, and owners up-valley in Napa, often arrive with a non-renewal notice and a house that was rebuilt or hardened after 2017 or 2020. We read that notice with the address. The step-by-step after a non-renewal is on what to do after a nonrenewal.

Residential line only · ZIP file

Which Sonoma and Napa ZIP codes have the most residential FAIR Plan policies?

The five highest residential counts in these two counties on the September 30, 2025 ZIP file are 95404 Santa Rosa (1,081), 95446 Guerneville (1,009), 94558 Napa (942), 95409 Santa Rosa (709), and 95476 Sonoma (655). This file is the residential line only. Do not add these ZIP counts to the county all-lines totals. Year-over-year change into that latest column is in the table. Place names are from Zippopotam, checked October 3, 2026. The FAIR Plan ZIP report does not print the city name. High 954 codes that are not in Sonoma or Napa, including 95451 Kelseyville, 95482 Ukiah, and 95490 Willits, were left out on purpose.

Source: FAIR Plan residential ZIP report, checked October 3, 2026. 95404 and 95409 are both Santa Rosa place names, so the city is split across more than one residential count. 95476 is the town of Sonoma, not the county total. 95446 Guerneville is the Russian River community, which is why a river ZIP outranks several Santa Rosa ZIPs on the residential file.

One admitted policy

Can a Santa Rosa home move off the FAIR Plan to one admitted policy?

Some can. We check the admitted carriers we are appointed with, Stillwater and Bamboo, before the FAIR Plan is treated as the plan for the next term. Approval is a carrier decision. Check if you qualify on Insurance City's page. The steps stay on Via Rapida: how to leave the FAIR Plan for one policy and the FAIR Plan homeowners guide.

If those companies decline the house, the FAIR Plan remains the lawful last-resort market. A difference-in-conditions policy is the usual companion for liability, theft, and water damage the dwelling fire form does not include. Read what the FAIR Plan does not cover before you rely on the fire policy alone. Earthquake shaking is separate from homeowners, from the FAIR Plan, and from a DIC form. Earthquake, flood, rentals, price

What else should a Santa Rosa homeowner check?

Earthquake and flood are not on a homeowners or FAIR Plan dwelling policy. Each is bought separately. The Rodgers Creek Fault runs through the Santa Rosa area, and the USGS lists the Hayward and Rodgers Creek faults among the Bay Area faults most likely to produce a damaging earthquake (USGS Fact Sheet 2016-3020). Ask for an earthquake quote at the same time. Russian River addresses such as Guerneville (95446) should be checked against the FEMA flood map before you decide on flood coverage.

The 2019 Kincade Fire burned 77,758 acres in Sonoma County, according to CAL FIRE's incident page. A home in a rebuilt or fire-touched neighborhood is still underwritten on today's address, roof, and defensible space.

If you rent the house out, a homeowners form does not fit. Rentals go on a landlord dwelling policy; see landlord insurance in California (DP-3) on Insurance City. What a Santa Rosa policy costs depends on the address, the house, and the company, so we quote by address instead of printing a range here.
